[ILUG-BOM] Logging Start-up and Log-out commands for all users

Sometime on Sep 7, Kinjal Sonpal assembled some asciibets to say:

~/.bash_login and ~/.bashrc

Everything in here is executed when someone logs in.  This in turn may
execute /etc/login and other stuff.
