if u say ulimit of 1 sec, process will be KILLed if it uses
more than 1sec of CPU time. (ps reports TIME field)

'nice' might be of help. But percentagewise CPU usage, I think
can not be done, but not sure.

If you use ulimit than your problem might get solved but
genuine users might get into problem.
